HAS: The Harvard Anime Society

C O N S T I T U T I O N


This constitution was ratified on 16 December 1994 with a 11-0 vote.

Article I: Name

The name of the organization shall be the Harvard Anime Society (HAS). (Anime is pronounced "ah-nee-may").

Article II: Purpose

The Purpose of HAS shall be the promotion of Japanese animation (also known as Anime and Japanimation) and animation techniques in general. The main activity of the HAS shall be the showing of Japanese animation.

Article III: Membership

No student will be denied membership in HAS due to either race, ethnicity, age, sex, nationality, religious or sexual orientation, physical or mental capacities, or university-status; membership may be denied to, or revoked from, any member who is not courteous or is abusive of fellow members. Continued membership is pending accordance with club-ratified procedural rules.

Article IV: Officers

  1. HAS officers shall consist of a President, Treasurer, Secretary, Librarian, and the chairs of committees.
  2. Said officers will coordinate meetings, showings, and all HAS events and activities as dictated by the voting membership.
  3. In the event of a vacancy in any office the club shall elect a Pro Tempore replacement at the first meeting following the vacancy.
  4. All officers (excluding Ad Hoc committee chairs) shall be registered undergraduate students in Harvard College.
  5. Each officer shall specifically:
  1. The President shall:
    1. Oversee and coordinate all activities of the club; ensuring that the wishes of the membership are met.
    2. Represent HAS to the Committee on Campus Life and other campus governing bodies, as well as to sister Anime Societies.
    3. Ensure that meetings/showings are provided for, properly scheduled, and planned for.
    4. Coordinate with all other clubs and departments to promote HAS.
  2. The Treasurer shall:
    1. Keep records of all financial accounts and transactions.
    2. Plan all financial events (ie. fund raisers and money making components of events)
  3. The Secretary shall:
    1. Maintain all related documentation and materials.
    2. Maintain the roster of membership.
    3. Maintain a record of meetings/showings and any minutes.
    4. Maintain all correspondence to and from HAS.
    5. Provide for advertising of meetings/showings and other events, on all appropriate USENET newsgroups related to anime and manga, as well as in hardcopy.
    6. Moderate all associated electronic and paper distribution lists at Harvard-Radcliffe.
  4. The Librarian shall:
    1. Obtain and distribute, or provide for distribution of information from sister clubs and societies around the world.
    2. Manage the club library.
  5. Ad Hoc Committees shall
    1. Be formed upon the stated interest of at least 3 voting members
    2. Elect/designate a chair to interface with the standing officers as an officer
    3. Be run autonomously

Article V: Elections

  1. Officers shall be elected annually by the members of the group. Elections shall be held at the last meeting of the Fall semester. The term of office shall start on the first day of the Spring semester and shall terminate on the last day of the following Fall semester.
  2. Any undergraduate member who has been in the group for at least the past semester may be nominated for election. Nominations shall be issued at or before the election meeting and confirmed by the nominee. Each nominee must be present to be a candidate. Each member shall have one vote by secret ballot, and may vote by written proxy if necessary.
  3. Two weeks notice of elections shall be given by the secretary on the newsgroup and/or mailing list and elections must be announced at the meeting prior.

Article VI: Bylaws

  1. A set of rules known as the Bylaws shall be maintained to direct the routine operations of HAS.
  2. Bylaws, which may not violate the Constitution, may be proposed by any member and will be added by a majority vote, subject to a veto by a majority of the board.

Article VI: Amendments

All amendments must be passed by a 3/4 vote of the voting membership and must be introduced by either a voting member or a committee.

Article VII: Ratification

  1. This constitution must be ratified by a 2/3 vote of those present.
  2. If ratified, a temporary Board will assume the duties of the Governing Board until the first spring elections. These temporary officers shall have the full rights and privileges accorded to them had they been elected.
