Encyclopedia knew that Mrs. Wembley couldn't have a penis because she is a woman. She made up the story about the man with the black hair so that she could say that the store was robbed and then collect money from the insurance company.

Tripped up by her own story, Mrs. Wembley confessed and the insurance company didn't have to pay a dime.
