Widening Technology Gap

The
growing disparity between the information technology 'haves' and 'have-nots'
is an unfortunate aspect of the internet revolution. Although the so-called
'digital divide' manifests itself differently in various countries and
regions, broadly speaking the challenges are the same: 1) structural
access, 2) skills development, 3) values and attitudinal change, and
4) the richness of content. Therefore, the various strategies employed
to address the information technology gap in one area can provide lessons
for others. This workshop will discuss the problem of the digital divide
in the economic, political, social and cultural spheres, and develop
practical strategies to overcome it. Delegates will work in groups to
define a set of best practices that can serve Asia's technological have-nots.
