In order to get approximately linear increase in how many opponents a character can beat with increased "level"

Each attack Defender spends 4 resources

1 "level" difference, +5 relative modifier

winning by 20 gives bonus of 16

Defender wins by 10, spends only 3, wins by 40 spends only 2

Melee combat, probably instead have attacker spend 1, defender spend 3.
