HWC Shield Harvard Wireless Club Bulletin

Hello HWC:

I hope that you have had a chance to review the second draft of the Articles of Association and By-Laws masterfully crafted by KC6TAH and based on the excellent first draft by K9HI. I would like to propose a number of minor revisions to this second draft and then bring both documents to the floor for a vote this coming Tuesday at the 5/11 meeting. Please bring your own suggested revisions to the meeting or make them known here on the HWC distribution list.

I propose the following revisions to the Articles:

  1. Under PURPOSE strike "and the public welfare" as ambiguous and unnecessary. In the same paragraph, strike "for the representation of the radio in legislative and administrative matters" as not one of the purposes of the HWC.

  2. Under DISSOLUTION add "Upon dissolution of the HWC, all written records and documents of the club shall be donated to the Harvard University Archives."

  3. Under STATION MANAGER modify the statement to read "The Station Manager shall complete an annual equipment inventory for insurance purposes and transmit said inventory to the HWC property insurer." In the same section, modify the statement to read "In the absence of a Secretary and/or Treasurer, he or she shall collect dues, deposit incoming moneys, pay club bills, and maintain an active membership roster." In the same paragraph, strike "and act as a liaison between MIT and the HWC in flea market cooperation" as more appropriate for inclusion in the next paragraph.

  4. Also under STATION MANAGER, modify the liaison responsibilities to read "The Station Manager shall serve as primary liaison between HWC and (1) Harvard University authorities, (2) the Harvard Property Manager of 6 Linden Street, (3) and other tenants thereof, (4) MIT radio club officials for cooperation in the flea market, (5) suppliers and maintenance service businesses, (5) current Harvard affiliates, (7) Harvard alumni and, (8) the general public."

I propose the following revisions to the By-Laws:

  1. Strike the STATION MANAGER clause that refers to vendors as this is now covered under the liaison responsibilities above.

  2. Under HONORARY MEMBERSHIP add "HWC honorees are not eligible nor required to pay annual membership dues. Honorees shall not be issued keys or key cards and shall not be listed on the Regular Membership Roster as transmitted to the university or made public by members of the HWC." Honorary Membership has a long tradition in the HWC. It was first bestowed upon certain dignitaries in 1910. However, we need to insure that this section of the by-laws is true to its intent and will not used as a loophole for granting membership to non-Harvard affiliates.

  3. Under DISSOLUTION OF THE HWC modify the clause to read ". . . the unanimous vote of the membership present. . ." as this is a particularly weighty issue.

  4. Under PROCEDURE modify the clause to read "HWC meetings shall be governed in the spirit of collegial association. In the event of unresolved points or disputes, the most senior officer at the meeting shall arbitrate." I don't favor the use of Robert's Rules of Order for conducting HWC meetings.

With these two documents adopted, what remains is a W1AF Procedures Manual for day-to-day usage of our facilities. This will be a "users manual" as opposed to a hard-and-fast set of club policies. I'm working on it. We'll bring this up for review before adoption.
